Suggestion: you need a suggestion forum
Also possibly worth having a world building discussion forum specifically; it seems like lots of us are keen to discuss our own or other people's worlds.

Do you think that it needs an entire forum?
I wonder if a sticky thread could do the job.

I think that a Discussion Sticky for features/suggestions should be added to the development forums. However a topic space/sub forum under General Discussion could be used for World Building. A Sticky can get hard to navigate as sub topics crop up you still have to wade your way through topics you may not be interested in.
In a sub forum a new discussion when a new topic of interest is presented. Questions that pertain to existing topics can be directed to appropriate thread. Particularly informative discussions could then themselves be Stickied to create a live knowledge base.
Just my .02.. it may be in conflict with other opinions.

NOt sure about a world building forum yet - ideally we would want that when we got access to the tool so we could share techniques/recipes - don't know if it would be useful specifically here yet?

I think a world building forum is useful now; we've all got plenty of ideas to share. Sure, they won't end up with maps yet, but IMo it helps build community.
